Catalina problem with closed ports

I'm running deluge on macOS Catalina 10.15.4. Deluge 1.3.15.
I want to write a python script that will add torrents to the tracker. I use peat and deluge RPC. Unfortunately, it looks as if the OS is blocking my connection to the torrent network. Any advice?
