Is there a CONF file in the Mac version? I have looked through the app's package contents but do not see anything like that.

Any one know of a Mac solution to make the default be auto mange set to off?

Whatever the platform you can leave it on and simply raise the number of active torrent above your number of torrents (9999 or else).
This way the queuing will never step forward
