Hi,
Not clear about the OS of the torrentbox but if Linux, check the libtorrent version (deluged -v). Incorrect version has speed limit issue so maybe this limit is broken too.
Another possibilities may comes from the ltconfig plugin if installed. Some preferences are overwritten by this plugin on purpose but may be confusing if your configure same setting both side
