Save location doesnt work 1.3.6

Hi,
I am unable to get Deluge to save to a specific folder. Even though it says the right folder in the prefs (for both downloads and finished downloads) neither one works. It just saves everything to the regular Downloads folder no matter what the setting. Is this a bug or is it something I am doing wrong?
