How to install the old version of python plugin?

I downloaded the latest version of Deluge, but I can't install a custom plugin, probably due to the fact that the new version of Deluge runs on Python 3.9, and the plugin for Python 2.6; 2.7

Springjools has an updated fork of that plugin which works on newest deluge, and I also posted in that thread a build with few fixes/improvements. However I would recommend instead using basher's fork, which also is newest autoremoveplus fork, and intended to include the best features from both the autoremoveplus forks available:
