So I followed this guide: https://dev.deluge-torrent.org/ticket/3201#comment:9 and I have a couple of questions:
1. Which version of the VC runtime should I need to download from the given link?
2. As long as I get a result in step 7, then I know that I did the preceding steps correctly, right?
3. How do I exactly add the gvsbuild path to the global environment variables? https://ibb.co/GMPZ9sd , did I do it correctly?
4. What is the recommended way to automatically set deluge.exe to start every after startup?
5. When the Deluge daemon (ran on another remote machine) is shutdown while the Win 10 thin client is connected, the client hangs and I have to force close deluge.exe and call it again to proceed. Is this a bug or something? This does not happen with the web-ui, as it simply reconnects when you refresh the page.

If you mean between 2015-2019, I think that they all are backward compatible and 2015 is current build target.
2. Pretty much, without OpenSSL or VC runtime it would fail to import.
3. Looks good
4. Not sure anymore for Windows
