Hello Deluge community!
I have 2 issues with Deluge atm.
1. I need to restart my PC before my torrent(s) starts downloading, and I can't figure out why I need to do that, in order for it to start downloading.
2. It won't download more than 10 MB/s per torrent. I have 600/600, so that's way more than 10 MB/s.
Regarding the 2nd one:
I have limited Deluge to download (and upload) with 300 MB/s (300.000 KiB/s). But it won't download with more than 10 MB/s anyway.
I can download multiple torrents with 10 MB/s without problems, but it won't go above 10 MB/s on a single torrent.
Is there some kind of limitation I don't know about?
Informations:
Deluge version: 1.3.15
OS: Windows 10 version 1809 (17763.437)

1. Check the wiki to enable verbose output, it may help. Maybe the port in use or some similar issue
2. Install the ltconfig plugin and enable high performance profile. Carefully review the settings it applies, only some of them are necessary (I posted multiple time about this
