Deluge 1.3.15 - Crash - Does Not Respond

Hi,
Windows 10 PRO x64 - build 1803
i7-4790k
32GB RAM
Deluge 1.3.15 + plugin ltconfig - High Performance Seed
I realize that deluge hangs, especially when my connection is at 100% use.
I am 200 torrents, even leaving only 1 active torrent, if this torrent uses 100% network, deluge or gets extremely slow or hangs
