Deluge.exe is running a task in the background at 1,112K. Attempting to shutdown with Task Manager or Process Explorer results in an "Unable to terminate process - The operation could not be completed - Access is denied access denied" message box. OS is Windows 7.

Try:

win+r > cmd > taskkill /im deluge.exe /f

(If not working maybe try running command from an elevated command-prompt)

If still not working, a simple solution is to restart.
