how to Move Completed downloads

Hi all
I just switched over from utorrent an i am running on windows 10 and am almost setup but i can not get Deluge to move my downloads i've tried on two different versions and on both the thin client (Deluged) and on a normal setup I thought it was a permission issue but move storage works and when i finally figured out how to log I could see in the debug log it did'nt even try.
I would like when a torrent has finished downloading it moves from incomplete to it's label folder (I've tried with the default label plugin and labelplus and without) no matter what it dosent even try, am i missing something here (have i misunderstood how it works)
there is a lot about libtorrent! what is it? do I need for it to work.
