automatic recheck of unfinished downloads on restart

I am using Deluge Client: 1.3.13 libtorrent: 1.0.9.0 on a windows 8.1
for the most part it is working fine, but after a restart if a torrent is not fully downloaded its status reads - "Error" and it does not continue to download.After a manual "Force re-check" all is fine again.
Normally this is not a problem, but right now I am trying to download a 100GB torrent and I am getting only about 100-150Kb/s speed so my question is :
Is there any way to do an automatic re-check for all torrents that are not fully downloaded when Deluge is restarted.

Any suggestions are welcome :)

The only thing I've ever seen is a bash script for deluge-console. I have never tested it:
