1.3.0 and 1.3.2 not working?

Hello all,

I have been using Deluge for a while now and like it, but yesterday 1.3.0. it stopped working, it shows on taskbar and does not open in arrow and in icon in corner it actually lists what is running on there?
I un installed it and re installed 1.3.2 and that is the same??

Suspect some setting changed on my laptop, but dont know what?

Any advice please?
