How to specify multiple tiered tracker in magnet URI?

I know how to specify trackers in the magnet URL scheme. I need to use &tr=<tracker address>. But all the specified trackers in the magnet link go into Tier-0. What should I do if I want to add 2 trackers in Tier-0 and then another 2 trackers in Tier-1?

eg: ubuntu magnet URI and when I add this into Deluge, all listed trackers go into Tier-0. I know that I can select a tracker and click "Down" to move it to the next Tier but is there any way to specify the Tiers within magnet URI?
