This doesn't make sense since Deluge is supported officially by those distros (I don't know if the others do as well).
IMHO in the Arch link, for example, there should be only: pacman -Sy deluge .
That's the command you need to launch to install deluge.
Oh, and the PKGBUILD (I didn't checked the ebuild actually) is even wrong. The package conflicts with itself and needs svn, wtf? Probably that PKGBUILD is just the package for deluge-svn with some lame retouching.

We include these because sometimes the package mantainers are slow to get these pushed to the main repos. You can use pacman or emerge to install these too..
