Sorry for confusing you. I meant high performance seed. This fixed the same issue for me, it increases cache I think. Are u sure that the settings are being applied?

What fixed this for me was to install ltconfig plugin and select the high performance preset setting.

This is how I do it, it works seamlessly. I run deluge as a specific user and then tunnel all that specific users traffic through the VPN. You dont need to open outgoing ports. Try clearing the outgoing ports in Edit -->Preferences-->Network and selecting random. Incoming ports should be high to bypass ISP restrictions.
