Are you sure you are using python 2.7 on Windows? Did you specifically download the python 2,7 version of deluge or did you download python separately? Are you sure your settings are getting applied? If you close out everything and reopen it are your changes saved? Can you install the GTK UI and use that? I haven't really used the webui so don't know much about that. The normal UI can be ran on any computer so you can still do a headless server and...

deluge 1.3.11, windows 7 x64, libtorrent 1.0.5. I never really tried the .16 versions much. I went straight to 1.0.3, 1.0.4, 1.0.5.
I built a 1.0.something libtorrent version on my ubuntu virtualbox a while back.
Deluge is just a control interface. Libtorrent does the actual downloading work.

You have to select the torrent first to get access to the grayed out tabs.
Is the torrent started? You can have them added as paused to begin with. Could also be that the tracker is offline for that torrent, try another.

Not all clients support encryption or not everyone has it enabled. So if you set yours to only use encryption you are limiting the number of people you can connect to. They both work for me. You could try updating libtorrent if you can build from source.
The 2 torrents running thing could be one of them is stalled or one of them is not set to be managed (forced).

1. Kind of doesn't matter. You most likely got a letter because someone was monitoring a tracker somewhere and got your IP from the tracker. Nothing on your end short of getting a VPN is going to change that. For the settings, disabled means never use encryption, enabled means try to use encryption ...

I think I heard of issues when running several hundred torrents at once. If multiple clients are doing it for you and you aren't doing something unusual like running 1,000+ torrents I would look into your video driver or something with your hardware. I don't think there is an easy way to change the font sizes.
For clicking on things, I am not sure what is causing that. I can click just fine on Windows 7 with a wired USB keyboard and a wireless USB keyboard.
