The execute plugin runs commands that is executable on your system from a terminal/cmd-prompt, usually batch-files on windows. I don't have experience with this plugin, only checked it could be enabled before but had little free time so just checked, and when setting very low numbers just for quick testing, then works for me - could you try that? I had same settings as your pic, except check time or whatever called was 0.01...

Sorry, just quickly wanted to add that if having same issue as Ognisty321, then he used default deluge theme, and he reported after changing to other theme, mantis-dark theme here, he didn't experience it for last 12 hours, so for affected seems a viable work-around(to use other than default theme, ...

Of-course you can :) BTW, if you didn't see my previous edit, then don't have pieces plugin enabled if you do, as can crash deluge. I re-checked your earlier post about this, 6 month'ish ago, where you also had this problem with deluge 2.0.3,and dev 38, sad its still there :(
