Can you try by unticking the "stop seeding" option with a new torrent? Is the behaviour the same without the option?

Reviewing the setting of Deluge, are the path in preferences>download correct? Can you select and set them again just to confirm?
Another good test should be to create a new folder (anywhere) and select it as download path, keep the checkbox "move to" unticked.

The "paused" state means the torrent is not seeding but should have finished (if not paused intentionally). The normal status after the download is "queued" and "seeding" based on request (check wiki for the queuing). If the paused status was not set intentionally maybe...

Nothing similar so far I know at least, but check your version, last is Deluge 1.3.15 with Libtorrent 1.0.11 on the PPA repository. I consistently download at 8 MiB/s with an RPI (and speed limit set) so you are limited indeed.
