Can someone please advise the ports required for Deluge.

WHy has this question never been answered properly.
There is a need for a comprehensive guide on this subject.
from firewalls through to application settings. and everything in between (PORTS).

regardless on router setup, we need general understand of how deluge works.

"Each router is different" is a terrible response.

People just want to know what the ports are.

Hence why the proxy server is a specialist in P2P, and not a standard proxy server.
I did note yesterday that the proxy Auth is not encrypted, it is clear text. So A man in the middle attack is possible. Hence why A Con and Proxy would be best.

FINALLY! My issue was a bunch of things I was able to get some connectivity by removing DHT (i think, maybe not), and by setting up my bandwidth better.
