@ilikepeaches and I were troubleshooting this and trying to manually revert version 1.80 to 1.78.1 before they posted their update and had many problems doing so. Reverting the entire time machine before updating seemed to possibly fix it, however, I'm not sure if this is a sustainable solution, or ...

If you set max active downloading, I'm not sure how it would start downloading anything....

Yes, setting "max_active_downloading": 0, would effectively stop any downloads from starting.

IIRC deleting fastresume would just cause them to start in a 0% state, and proceed to recheck as if they were just added.

Not sure on this, just what I remember.

How are you running Deluge? Usually the empty/default config is only restored after corruption/formatting issues. Also, are you using docker or anything? This could potentially be a permissions issue or a volume mount issue related to that if so, if you can provide your compose if this is the case. ...

Just for clarification on the .parts files....this is a libtorrent thing. When you are not downloading the full torrent, such as selecting only certain files, you are still required to obtain the entire piece (chunk) of data, regardless of if it is a file you want or not....otherwise it is not possi...

Check windows firewall. from my experience, works best if the inbound rule maps to the executable for deluge or deluged depending on if you are running thing client or standalone. While this is odd, I'm not entirely sure you could attribute this to as much a bug in Deluge or the plugin as a quirk of Windows Display scaling (in this particular case - not sure if it would affect Linux or whatever) or browser.
