Making the deluge client settings identical is not enough. Do you have a port correctly forwarded to the machine that is downloading slowly?

The port test will always fail when using a VPN or Proxy. Just ignore it.

"Test Active Port" will always fail if using a VPN or proxy. Opening ports when using a VPN or proxy is pointless, and solves nothing. Look elsewhere for the source of your problem and ask your VPN provider for help. If your VPN provider offers access to their Proxy (mine does), then try t...

Just a possibility, not a definitive answer, but many ISPs block port 8080 as it is used by commonly abused proxy servers. Try using another port.

I wouldn't use or trust IPleak.net for this purpose, unless you are using their Torrent Address detection test. Try loading the torrents/maglinks available from the below sites into Deluge and check in Deluge as to what the trackers say your IP is in the Status Tab. https://torguard.net/checkmytorre...
