I use PIA, which i'm guessing is the most popular probably because of the price. All VPNs work with deluge as it's not program-dependent. On linux it's easy to setup VPN usage only for torrenting if wanted. The difference in VPNs is about speed, stability, price and selecting a provider you trust to...

You're not doing anything wrong and the issue is that socks5 proxies doesn't support incoming connection. 1. Don't use VPN and proxy, but one or the other. It's useless and can introduce issues and isn't recommended by pia, but only from people on other sites which are clueless.
