Remove your proxy setting (default so) and download for example an Ubuntu release https://www.ubuntu.com/download/alternative-downloads in Bittorents section Are you able to DL/UP? The OUT can be random, for the IN select a port >50000/TCP. Be sure to fix your IP and to open this port for the correct IP

After the change, test with a public torrent (Ubuntu or else) and/or through a port test website (google "check open port")

Have you added the swap as described in the procedure? If so with enough space? Btw the recommended version for 1.3.15 is libtorrent 1.0.11 Ps: Why not the PPA install (no compil or else and working on RPI)?
