There are arguments you can pass when executing Deluge to specify the config path already, you can change it as you see fit.

use -c when executing.

If the port shows as open it means deluge is accessible, I'm not sure based on your post or your images what makes you believe that you are not seeding the torrents.

Just because you are not uploading it does not mean you are not seeding them.

These look strikingly like public torrents which lie and fill their swarms with fake users and stuff. Also, people who are partially seeding torrents will appear as leechers, rather than seeders. I get much better performance out of 1.2.19 than 2.0.x, and the memory mapping is pretty insane of an approach when downloading....I don't care for it. Just my opinion though.

I'd try libtorrent 1.2.19 and see if the problem persists.

I'm curious if there are also perhaps some ownership/permissions issues, these do exist within windows although are rare to cause issues unless the storage is from another computer or something. For verification that the port is open, if you think you have forwarded the port you can use https://portchecker.io to verify this.

If it say it is not open, it is not open.

Just to clarify, "settings not being honored" is not really an accurate definition. If you uncheck the setting, or remove it from the ltConfig.conf file, it is no longer being set. It is technically honoring that by not setting anything, and the previous setting remains applied. You can si...
