There are arguments you can pass when executing Deluge to specify the config path already, you can change it as you see fit.
use -c when executing.

If the port shows as open it means deluge is accessible, I'm not sure based on your post or your images what makes you believe that you are not seeding the torrents.

These look strikingly like public torrents which lie and fill their swarms with fake users and stuff. Also, people who are partially seeding torrents will appear as leechers, rather than seeders. I get much better performance out of 1.2.19 than 2.0.x, and the memory mapping is pretty insane of an approach when downloading....I don't care for it. Just my opinion though.

I'd try libtorrent 1.2.19 and see if the problem persists.

I'm curious if there are also perhaps some ownership/permissions issues, these do exist within windows although are rare to cause issues unless the storage is from another computer or something.
