What i would try is:
Move all the data in to one dir (downloads). Add 50-100 torrents at a time.
Docker: Use the docker that comes with dsm. It's a bit old, but it will do fine.

Yeah, you should be on docker.
Suggestion: 600 is to much to click away. You have all the torrents in one dir, or do you have labels and sorted dirs and a neat system?

If the locations are identical on both your installs, copying the whole config dir should and will work. All the files in state are def. needed. Depending on the package, all config files might also be needed (don't know the paths ). Recreate the exact dir. structure and it will work. Also stay away...

Not on DS216j. There is an old package in synocommunity (v1.3.13-7), did you test it?
In theory, you could try searching for Debian Chroot, install it and then build deluge in chroot?

Change your daemon port to 8443.
Your reverse proxy works, cause it uses a standard port (80 or 443).
Google what ports are proxied on cloudflare. I bet 8443 will be on the list.

1. I would try to switch to Ubuntu, unless you have strong reasons for using a different distro. Most of the software you will be using on a home server, will be tested most on ubuntu (by far). 2.
