I had the same issue, when I was using Windows server 2008 r2.

Try to use the Python 2.7 version.
You can find it here:
http://download.deluge-torrent.org/windows/py2.7/

It solved my problem.

Deluge 1.3.7 build with py2.7

I am running Deluged on a Windows 2008 64 bit server, and the client on a Windows 7 64 bit. The only way I got Deluge running on the server, was to use the special 1.3.6 build with py2.7 I would like to update to Deluge version 1.3.7, but it won't run on my server. No pop-up, no entry in log system ...

I have just installed version 1.3.7 of Deluge on a Linus Mint and running as daemon. My UI is on a Windows machine also running Deluge 1.3.7 as thin client. Well, I actually didn't get rid of the error.

The only 100% sure way to go is to pause the torrent, download the files and then restart the torrent.
This is a bit annoying.

I have (I think!) got rid of the error. I have set "Cache size = 0".
Thereby forcing Deluge to write out all completed blocks of data at once.

Why does Deluge (and all other bittorrent programs) have a cache of the own instead of using the general cache in the OS?

No, "unfortunately" I don't have move completed set to enable.

Just for the sake of comparison ;) I have used several other bit torrent programs, and none of them show the same behavior.
So I am confident that the server file-system is sound and running.

Anything else I should try?
