What method(s) are you using to verify that your real IP is not visible?

Once you select the folder and press the Open button the path to the folder should appear in the topmost box in the create torrent window.

Next you need to provide all of the rest of the information to define the torrent (Info, Trackers, etc.)

Once you press the Save button the torrent is created.

When using a VPN or proxy, "No incoming connections" is normal. You must have some type of misconfiguration, but just saying that it does not work is not enough information to provide any help.

To halt seeding right click on the torrent and select Pause.

Maybe, if is possible to enable user quotas and deluge runs as that user. What does the OS documentation say about this?

The problem was solved the same day 1.3.15 was released. Do you have the latest version?

You're welcome. I got the PPA updates already. I guess most users missed the update to the broken packages.

Web site is snappy again too.
