Facing the same issue for a particular tracker, I select 2 settings in the ltconfig plugin tht may help. I've not tested yet.
tracker_completion_timout (default 30sec)
tracket_receive_timeout (default 10sec)
60/30 is a test I should make nearly soon

So the daemon is fine on the CentOS but the GTK cilient not in the RDP session?
Please enable verbose logging for the client to get some logs about what hurts Deluge.

Deluge can we configured to be in classic mode or not. In classic mode you install Deluge and it acts as both the server and client. Uncheck this option and you have a client asking the server to connect to. This is the same piece of software with both option possible. Your config is not weird and y...

So it's maybe well something with the tracker. Too soon to tell. Have other tracker's forum users with Deluge shared their version (deluge/libtorrent)?

Have you enabled the logging on the daemon? See the support section for the how to but it will tell more I guess in debug mode
Check the Libtorrent release too, or try another one maybe something similar in both setup

@no_idea I used this combo of Deluge/Libtorrent for a long time and never saw such error.
