tracker_completion_timout (default 30sec)
tracket_receive_timeout (default 10sec)

Deluge can we configured to be in classic mode or not. In classic mode you install Deluge and it acts as both the server and client. This error seems quiet rare it seems (so far I look).

Have you enabled the logging on the daemon? See the support section for the how to but it will tell more I guess in debug mode
Check the Libtorrent release too, or try another one maybe something similar in both setup
