Have you tried the workaround that mhertz suggested? That worked fine in my own tests.

Have you tried the AutoAdd plugin?

If your VPN doesn't support port forwarding, you will have this issue. But it looks like ExpressVPN has this feature. Have you checked the VPN configuration if it has the same port that you use in Deluge?
