Ive read countless times on forums/reddit etc that deluge has very agressive peering/seeding/uploading whatever, and that it consistently gives better ratios on private trackers. If you wan't more control consider looking into flexget instead. Also, about plex, there's a plugin for that to. '~/.config/deluge/web.conf' > 'session_timeout'.
Edit: Sorry, I just noticed you're on windows, so I believe '%appdata%/deluge/web.conf'. (%appdata% is, I believe, 'C:\<user>\appdata\roaming', but explorer.exe probably supports simply %appdata% too, or else 'Win+R > %appdata%')

latest deluge(1.3.13) and libtorrent(1.1) does run and work on my fully updated arch-linux system too, but according to Cas it's just not fully compliant though, as some deluge settings isn't respected anymore by latest libtorrent, hence the 1.0.9 recommendation until either deluge(v2) or libtorrent...

OK, I fixed this issue for myself now. The execute plugin could be used with a script running upon each finished download e.g. 'deluge-console info | grep Downloading || pkill -9 deluged', but instead of adding another plugin to my setup, then I thought I might as well simply add this functionality ...
