You you sure the Deluge user has full access to the storage ? You can enable deluge debug log (check the wiki for how to) to have maybe a better root cause.

You can always delete the user and the home directory and make it again (userdel command) but if all works I do not see the necessity.

If you proceed do not forget to backup the /var/lib/deluge/.config/deluge folder fist (settings, loaded torrents, etc).

Does the graph represents both UP/DL ? I see 2 curves and I guess you're very lucky if the UP speed is >6MiB/s .
Can you please try to limit the DL speed to for example 2 MB/s on a 24h period to see the difference?

My recent Sony TV has good media capabilities but failed on some files on the subtitles/non-default language...Not really an issue, I faced such problem years...
