I noticed that the bug report concerning this bug , which was linked on the bottom of the first page of this topic, was closed. I have the same problem with the latest builds for Windows. Deluge downloads and uploads fine, with good speeds, when I'm leeching. It just stops uploading as soon as I'm seeding.
