What version are you using ?
I use version 1.2.0 (final) and it stops download when I say to not download connections with peer are closed.

It seems on your screenshot you are using some plugins, and I do not use any, maybe a problem with one of them?

Also: remember that if your computer is seeding/leeching, the whole bandwith is maybe used by current transfers and so their is not so much bandwith available to access the webUI

Actually it is normal, it is the way the command line is analyzed by the console before the system really run the command "unrar": On a command line arguments are separated by spaces, thus unrar x totally legal thing I downloaded.rar is analyzed as the command unrar called with 6 arguments...

When I open a file directly from deluge it is konqueror that is launched.
