The fact that closing and reopening deluge doesn't change things means the problem does not lie with deluge.
I'm going to go out on a limb here and say its your wifi drivers.
Since you neglected to provide adequate info we'll simply have to guess.

I'm assuming you are using the daemon (you did not say).
If that's the case you not only need to open up the deluge gtk ui, but tell it to connect to the daemon.
Click the "Connection Manager" icon at the top right and select the daemon to connect to.

I ran deluged as "deluged -d -L debug" as suggested by andar on IRC and while no one would expect any change in function other than more output, it actually solved the problem. I am certain that if I wiped my config dir (as I've done more than 30 times before) I could reproduce the issue, ...
