I have XP pro 32 portuguese language.

And deluge is installed at C:\Programas\Deluge

I have the same problem, but what you did unistall+ restart+instal again did not work for me. I have XP SP3 and when i click to run program a cmd window appears and disappear right after and deluge doesn't start. Is there any think i can do to fix this?

I have the same problem but only in very large torrents with many peers and seed's. It seem's that deluge only connects to a few peer's and the speed is only 7kbytes/s.
