Looks like you are missing the deluged package. The name of the package for the daemon changed from deluge-core to deluged. So try installing deluged. You should then be able to run Deluge.

It looks as if the deluge-core package which is the daemon has changed names to this package:

So if it did not install, try installing the deluged package and you should have the new version of the daemon installed.
