Just an idea to straighten up the dependency stuff: How about using cygwin (http://cygwin.com/)? I found at least python and gtk in there nicely packed in a full fledged package management. Perhaps you could ask these folks to include a windows version of deluge?

Hi folks, maybe my 10 cents' worth: I partially agree with both sides. Of course it's more easy for the developers to leave packaging to the distributors and it's in the users sense to prefer packages from the guys knowing their os best. OK, for older versions of eg.
