I found just about everything except how to install the plugin ... help?

Forgive my ignorance, but what exactly is the web UI and other proxy settings for? I'd like to take full advantage of Deluge but I'm not sure how some things work.

Hi. I have found that my ISP, Verizon, only implements it's traffic shaping exactly 1 hour after I start Deluge. If an option could be added that would allow the program to quit and restart at a specified interval, some folks could avoid ISP throttling that way. I think this should be simple to impl...
