so I found what appears to be the configuration in C:\Documents and Settings\<USERNAME>\deluge, but deleting that folder did nothing. All the settings are still remembered. So uninstalling again... and hunting for any files that come up with a "deluge" search.

So I uninstalled it, deleted the deluge folder, removed ANYTHING that referenced deluge in the registry, rebooted, reinstalled, and all the old settings and torrents loaded. Where are these configurations and settings kept?

All upload slots (per torrent, and global) are set to -1. I was until recently running 0.5.9.3, and I've several times tried different deluge version, so there may be an issue with old installations here.
