I have this issue as well.

It happens mainly when you uncheck the files checkboxes while adding a torrent/magnet.
Those checkboxes do set the state to Skip, but it downloads anyway.

Hi I've set my folder to move completed files to in different ways, but yet both windows client and webui does not move the files out of the download folder, because in the ui you can see that it doesn't point to the right folder while downloading. I have to manually intervene before a download fini...

Nevermind, I connected with the Windows app and there those plugins were still enabled.
Disabled them there and now all seems to be okay again
