I had this exact same problem and my answer turned out to be here: https://forum.deluge-torrent.org/viewtopic.php?t=54670 tl;dr, install ltConfig plugin, use the webui (gtk ui doesn't show the plugin options), and increase the active_tracker_limit to a higher value. Hopefully this helps the next guy!
