I had experimented w/ various builds of Libtorrent 2.0.x. I think I switched to 1.2.19 around when 2.0.9 was the latest. I found 1.2.19 worked much better than any of the 2.0.x builds I tested. Check windows firewall. from my experience, works best if the inbound rule maps to the executable for deluge or deluged depending on if you are running thing client or standalone. Not the port number.
