Check windows firewall. from my experience, works best if the inbound rule maps to the executable for deluge or deluged depending on if you are running thing client or standalone. Not the port number.

I have this working on my VM - works well running on a Server 2022 VM where Deluge is really the only function of that VM.

I am a fan of the AutoAdd plugin because its how I worked with the client I used before switching to Deluge. You could use this and set up different watch folders with different download destinations
