%APPDATA%/deluge contains all your config and state info.
If the paths for the data are all the same, you should just be able to straight copy it over to your new user dir and start deluge.
Make a backup of it before you start deluge for the first time just in case,

I would suggest you try using python (via the pip command) to install, this is the most up to date and universal option. You will need to install python3, usually 3.10 is compatible, I think 2.2.0 goes to 3.12 or maybe 3.13 though, but I have not tested this and stick with 3.10 myself. Instructions ...

Much like the apt repositories, we do not have any control over the versions. We can only control the versions on our PPA repository and PyPI (installation using pip), which is what we recommend using. Whoever maintains the repositories will need to update them. This is definitely a false positive, you can view the source code on GitHub, and the CI/CD built/compiled everything.
