Be happy if your torrents don't upload beyond the ratio limit, because in a little percentage mine do... so I obliged myself to limit the upload bandwith to limit that overcoming.

If you are doing something that can potentially cause you issues, the solution is for you to do it the way it is intended to be. Using software in a way that was not intended and expecting intended results is a ridiculous assumption. Deluge and Libtorrent are not meant to be used with non-existing ...

OK but you don't explain what this file is for, it is not the way the torrent uses to store its hash sum, it keeps its own torrent file in the /home.
That could be to store the data of some parts that we didn't chose to download, so that these files don't appear in our download folder.

Every torrent, even completed has some additionnal file in the download folder and its filename is .<checksum of the torrent>.parts
