Yes! As user tatamsss pointed out, it was a thing that had to do with the antivirus. I declared the "suspicious" files as exceptions and TA DA!!!!! Everything works perfectly!

Update: I downloaded the file deluge-2.2.0-win64-setup.exe on my mobile phone, I sent it to my Google Drive and downloaded it from there to my pc. I have Deluge 1.3.15. I recently got CyberGhost VPN and when I turn it on, Deluge stops downloading.

Could you please tell me whether there is a setting I haven't found that can make Deluge download properly no matter whether CyberGhost is on or off?
