The suggestion from Shamael is worth trying. Also, you could make a backup of Deluge and total uninstall ( with Revo or another utility ) to see if it helps. I would scan with Malwarebytes in safe mode too, and last, test your RAM. I find it difficult that Deluge is the cause of all those problems. ...

Update: tested to torrents. 2 GB and 5 GB .
On Deluge, Huge disk fragmentation. After defragment the disk, tried on Qbit. No fragmentation.
