Can I prevent Deluge from downloading torrent data?

I'd like to configure so that Deluge never automatically redownloads torrent data if a recheck fails or the torrent folder drive isn't connected, to protect my ratio on private trackers. Is this possible and how Deluge operates by default?

I use v2.0.3 on Linux.

I've indeed "unassociated" magnet links in Firefox settings.

Adding torrent as "paused" ("stopped" is a more strict definition at least in rTorrent) doesn't necessarily disable connections entirely, my IP should never appear in the swarm.

Can I disable public torrents?

I don't use public torrents and I prefer avoiding any connections if I accidentally add one. Does turning off UPnP, NAT-PMP, PEX, LSD, DHT in the network settings help significantly?

The best option would be to reject all torrents which lack the private flag.

Can I set a default directory for a tracker?

I want to save all torrent data for specific trackers into their own directory for organization reasons, for example: \torrents\tracker1\ \torrents\tracker2\ \torrents\tracker3\ ... and so on. Moving large amounts of torrents afterwards is not essentially not possible at least in rTorrent (ruTorrent).

Search feature for WebUI is very much needed. As said in the first post, apparently only the currently visible torrents can be found when using the browser's search.

Sorry, I looked at the wrong folder. The torrent files are stored in "/.config/deluge/state".
