Why under DSM of synology, we can't create a torrent, only dowload a torrent

Under dsm 6.1 of synology, deluge does not exceed the 1.8 Mb while on the same torrent with ktorrent under fedora I exceed 8 Mb. How to debride deluge ? (All Bandwidth is -1)
