Try a free vpn temporarily such as windscribe etc. this is not a permanent solution but may help.

Whenever I face such a problem, I would also do it manually. I shall love if there is a solution for this.

If changing country does not make the difference, then I think try changing the vpn. Possibly, the vpn service you are using doesn't comply with Deluge, and other may do and do the luck.
